Your contribution as Program Director in our global team will be crucial in shaping the future of EmergencyTech.
Bliksund is looking for an experienced and highly skilled Program Director to oversee and drive the success of our strategic projects. As a Program Director, you will play a vital role in ensuring our projects meet organizational goals, deliver measurable value, and operate efficiently. As a key management team member, you will be responsible for strategic planning, stakeholder engagement externally and internally, resource allocation across the organization, as well as providing key insights and updates on program performance.

Define program goals, set strategic outcomes, and ensure alignment with Bliksund’s long-term vision.
Act as the main point of contact for key stakeholders, building strong relationships internally and externally.
Oversee day-to-day program operations, from timelines and budgets to resource management, ensuring effective allocation.
Track and assess program performance, making adjustments as needed to stay on course and meet objectives.
Lead bid processes to ensure that Bliksund’s offerings meet customer goals and expectations.
Report directly to the CEO, providing updates on program progress, key achievements, and areas for improvement.
We think you have these qualities:
Proven experience from leading cross-functional teams, fostering collaboration, and motivating others.
Ability to make balanced decisions that meet both immediate needs and long-term goals.
Capable of operating effectively at both strategic, operational and tactical levels.
Background from the Norwegian Armed Forces and project management experience, ideally from a leading consultancy firm or defense industry.
Skilled in building strong relationships with clients, partners, and internal teams.
Familiarity with emergency services or public safety is a plus.
Strong written and verbal communication skills in both Norwegian and English.
Master’s degree in Technology, Business Administration, International Affairs and Security Policy or a related field. Additional courses in finance or management are a plus.
This position requires that you hold a Norwegian citizenship, as a security clearance is likely necessary. You can read more about security clearances here.
Office location
The ideal candidate should be able to work from one of our locations in Norway: Oslo (NO) or Grimstad (NO). Hybrid options can be discussed.
